  • (1888PressRelease) April 08, 2011 - Research from the Taxpayers Alliance recently found some householders needed to separate their waste into up to nine receptacles. Yet environmental campaigners have claimed that a single bin system is the cheapest most effective way to recycle.

    The Taxpayers Alliance requested details of current refuse collection arrangements from all UK councils. 428 responded, revealing tremendous variations in the way UK rubbish is collected. In Newcastle-Under Lyme, householders are required to separate waste into nine different receptacles. Yet in Dumfries and Galloways and the Scilly Isles, homes need only use one bin for every type of household waste. 136 councils use five or more bins; 161 use three or less. Waste Concern were already familiar with problems caused by multiple bin systems:

    "We do know that some people have concerns about managing their home recycling. There are some councils who will eventually impose fines for using the wrong bins. In some cases that fine can be as much as £1,000 if the case goes to court. Another problem is fortnightly collections. Families can find they need a much more regular service. They are afraid of leaving bin liners next to overflowing bins. Some councils additionally place caps on how much they will collect each time. Generally, we find that people want to recycle, but it can be that local council services are just can't meet their needs."

    The Taxpayers Alliance report found that the average number of bins required by councils was 4 for England and Scotland, 5 for Wales and 3 for Northern Ireland. Environmental campaigners have spoken out about the number of bins described in the report. Director for Friends of The Earth Cymru Gordon James claimed that multiple bin systems were not at all necessary. Mr James pointed instead to single bin systems as the cheapest and most effective way to recycle. Waste Concern operates a one bin system:

    "Councils may have any number of reasons why they have to continue using lots of bins and fortnightly collections. As a dedicated private company, we can be far more flexible. Our customers are getting their own private rubbish collection whenever they need it. When we're coming along to pick up waste, we'll only be collecting from one bin. Our customers don't have to separate waste at all, everything goes into the one wheelie bin, even garden waste. We have bins for individual homes and larger sizes suitable for blocks of flats. All the waste is properly recycled at the plant - it is separated by an automated system keep the recyclables out of landfill sites."
