US Visa Bulletin Update: EB-5 Green Card Wait Time for Indians Increased by 2 Years

The April 2025 U.S. Visa Bulletin has significantly delayed the EB-5 Immigrant Investor Program for Indian applicants, pushing the Final Action Date to November 1, 2019. This setback extends green card wait times, impacting business planning and prompting investors to explore alternative visa options like EB-1 and EB-2.
- (1888PressRelease) March 13, 2025 - A significant modification has been made for Indian citizens applying under the EB-5 Immigrant Investor Program in the most recent U.S. Visa Bulletin for April 2025. The Final Action Date is currently November 1, 2019, more than two years in the past. As a result, Indian applicants who submitted their applications after this date will have to wait a lot longer to receive their green cards.
The spokesperson said in response to this development, "This change is a significant setback for Indian nationals pursuing the EB-5 route. Many investors had hoped for faster processing. However, with this change, their wait time has extended significantly. This will impact business planning, family relocation timelines, and investor confidence in the program."
"The EB-5 program, which offers a road to permanent residency in the United States through a minimum investment of $900,000 in specific employment areas, has long been a popular choice for high-net-worth Indians. However, applicants now have to wait a lot longer due to the rising demand and restricted supply of visas. Some investors may decide to look into other immigration possibilities or other visa categories, such the EB-1 or EB-2 programs, as a result of this delay," he added.
The spokesperson further explained how the April 2025 Visa Bulletin has affected other employment-based categories, "The Final Action Date for India in EB 1 category has advanced by two weeks to February 15, 2022. The cutoff date for EB2 has moved ahead by one month to January 1, 2013. Though it is a step forward, this still shows a significant backlog. The EB3 priority deadline for India has been moved up by two months to April 1, 2013, providing applicants in this category with some respite."
"India has consistently been a leading source of EB-5 applicants. Many investors are attracted to the program's promise of permanent residency in exchange for substantial economic contributions. Despite modest improvements in EB-1, EB-2, and EB-3 categories, the EB-5 is a major concern. Long-term planning is now more difficult for Indian investors looking to reside in the United States due to the increased level of uncertainty," he continued.
"The April 2025 Visa Bulletin presents a challenging scenario for Indian nationals pursuing the EB-5 visa route. Even while there is still a considerable demand for U.S. visas, applicants need to adjust to the country's changing immigration laws. To successfully manage these changes, proactive actions, well-informed decision-making, and strategic planning are necessary," concluded the spokesperson.
