US Updates Regulatory Safety Standards for Full-size Cribs, Carriages and Strollers, and Infant Bouncer Seats
The US CPSC has published revisions to the direct final rules to incorporate the latest version of the ASTM standards for full-size baby cribs, carriages and strollers, and infant bouncer seats.
- (1888PressRelease) October 18, 2019 - The US Consumer Products Safety Commission (CPSC) has revised its regulatory safety standards for full-size baby cribs, carriages and strollers, and infant bouncer seats, to align them with the latest ASTM standards.
CPSC published direct final rule 16 CFR 1219 on July 23, 2019, updating the regulatory safety standard for full-size baby cribs by incorporating the latest version of ASTM F1169-19 – Standard Consumer Safety Specification for Full-Size Baby Cribs. The amendments were approved without modification.
A full-size crib is defined by the standard as “a bed that is designed to provide sleeping accommodations for an infant that is intended for use in the home and is within a range of ±2 in. (±5.1 cm) of the interior length or width dimensions specified for full-size baby cribs in 5.7.”
The CPSC has also revised the regulatory safety standard for carriages and strollers by publishing direct final rule 16 CFR 11227 on August 2, 2019. This incorporates the latest version of ASTM F833-19 – Standard Consumer Safety Performance Specification for Carriages and Stroller, without modification.
The standard defines a carriage as a “wheeled vehicle generally used for the transport of an infant who is generally in a lying down position. The motive power is supplied by a person or persons pushing or pulling on a handle attached to the vehicle. A carriage may be capable of being folded for storage.” It defines the stroller as a “wheeled vehicle for the transport of infants or children generally in a sitting-up or semi-reclined position. The motive power is supplied by a person moving at a walking rate while pushing on a handle attached to the stroller. A stroller generally is capable of being folded for storage. Strollers normally are used for children from infancy to 36 months of age.”
Finally, the regulatory safety standard for infant bouncer seats was updated on September 6, 2019, with the publishing of direct final rule 16 CFR 1229. The brings the safety standard into line with the latest version of ASTM F2167-19 – Standard Consumer Safety Specification for Infant Bouncer Seats. This direct final rule also accepts the standard without modification.
The infant bouncer seat is defined in the standard as “a freestanding product intended to support an occupant in a reclined position to facilitate bouncing by the occupant, with the aid of a caregiver or by other means. Intended occupants are infants who have not developed the ability to sit up unassisted (approximately 0 to 6 months of age).”
Stakeholders are advised to ensure their products comply with the latest safety standards before they enter into force. The enforcement dates are:
• Full-size baby cribs – October 28, 2019
• Carriages and Strollers – November 5, 2019
• Infant Bouncer Seats – December 14, 2019
