Turkey Lists Consumer Products Subject to Importation Product Safety Inspections
Turkey issues a communique detailing the import product safety and inspection requirements for various consumer products. The requirements came into effect at the beginning of 2020.
- (1888PressRelease) February 15, 2020 - Turkey has announced which consumer products must comply with the inspection protocols associated with its Risk-Based Control System on Foreign Trade (TAREKS).
On December 27, 2019, the Turkish Ministry of Trade published Communiqué on Import Control of Consumer Goods (Product Safety and Inspection: 2020/12) (of December 27, 2019 under Number 30991 (Repeat), henceforth known as the Communiqué. This communiqué contains, among other provisions, a list of consumer products subject to the requirements under TAREKS - a web-based system for carrying out import and export controls on a risk basis and required by trade legislation.
The list of consumer products subject to inspection, in Annex 1, include:
• Cufflinks
• Domestic plastic gloves
• Drinking equipment for young children subject to the following standards and requirements:
o TS EN 14350-1 ‘Child Use and Care Articles Part 1: General and Mechanical Requirements and Tests’
o TS EN 14350-2 ‘Child Use and Care Articles Part 12: Chemical Properties and tests’
o N-Nitrosamines and N-nitrosatable substances content
• Imitation jewelry
• Lighters subject to TS EN ISO 9994 ‘Lighters – Safety Specifications’ and TS ISO 22702 ‘Lighters – General Consumer Safety Requirements’
• Mobile phone/tablet screen and case covers
• Mouse pads
• Personal hygiene products
• Plastic files and folders
• Soothers subject to TS EN 1400 ‘Child Use and Care Articles – Soothers for Babies and Young Children – Safety Requirements and test Methods’
• Toilet seats for children
• Watches and watch straps
The communiqué also contains provisions relating to:
• Restricted chemicals and standards for the consumer goods listed in Annex 1. Many of these substances are taken from Annex XVII of the Turkish equivalent to the EU’s REACH regulation - Kimyasalların Kaydı, Değerlendirilmesi, İzni Ve Kısıtlanması Hakkında Yönetmelik (KKDIK)
• Documentations for TAREKS for inspection (Annex 2)
Stakeholders should be aware the provisions of the Communiqué came into effect on January 1, 2020. This repeals the previous Communiqué on Import Control of Consumer Goods (Product Safety and Inspection: 2019/12) published under Number 30641 (Repeat) dated December 30, 2018.
