- Waterloo-Cedar Falls, IA (1888PressRelease) October 03, 2012 - The Stimulus Package, or the "American Recovery and Reinvestment Act (ARRA)" became a law when the Act was signed in February 17, 2009. The specific statutory cite is Public Law 111-5. Incentives were included as a part of the ARRA which were intended to diversify the use of electronic health records (EHR) by hospitals, critical access hospitals (CAH) and certain health care professionals (EP).
The EHR implementation or upgrade incentives and associated requirements were mentioned in the Division B, Title IV. The financial incentives authorized pursuant to Title IV were available the beginning of federal fiscal year (FY) 2011 (10/1/2010) for hospitals and CAHs. The financial incentives available to EPs began calendar year (CY) 2011. The Centre for Medicare and Medicaid Services (CMS) has come up with a new rule of reducing any Medicare reimbursements paid to these entities or individuals if a hospital, CAH or EP does not implement or upgrade to an EHR and meet meaningful use measures by 2015.
The CMS outlined and finalized the "Meaningful Use Rule," which is what is considered as measurement that demonstrates the "meaningful use" of the HER. The rule also included certain other related requirement that has to be met to be a part of the Medicare or Medicaid EHR incentive dollars.
There will be an overall of three stages of measurement that has to be met in order to qualify for the "Meaningful Use" incentive program. The rule that is currently in effect includes just the Stage 1 requirements, with rules all set to be more stringent by the time Stage 2 (delayed to 2014) and Stage (effective date TBA) come into effect.
