State Of Arizona Goes Green With Three Solar Installations
SKY Renewable Energy helps Arizona go green by fast tracking two American Recovery and Reinvestment Act (ARRA) funded photovoltaic solar projects on three prominent state government buildings in Arizona.
- Phoenix-Mesa, AZ (1888PressRelease) September 29, 2010 - In the last six weeks, SKY Renewable Energy fast tracked two American Recovery and Reinvestment Act (ARRA) funded photovoltaic solar projects on three prominent state government buildings in Arizona: two Arizona Health Care Cost Containment System (AHCCSS) buildings on Jefferson Street in downtown Phoenix and the Arizona State Lottery Building on University Ave and the SR 143.
"Typically, project duration would average six months for design, permitting and ordering materials, which would be on back order," said SKY Vice President Scott Young. "We went extremely fast to contract because there were delays on the front end due to the funding, so we had materials and labor available and ready to go."
Both of these projects were built with U.S. Department of Energy grants to Arizona with ARRA funding. The grantee was the Arizona Department of Commerce while the construction of the projects were administrated by the Arizona Department of Administration (ADOA).
When working on ARRA funded construction projects, there are many stipulations that must be adhered to in order to qualify for the monies. One of these stipulations created an environment for SKY Renewable Energy to buy all of their materials from American manufacturers.
"Because it was ARRA monies, all of the products used must be made in the USA all the way down to the bolts, screens, panels and block which we saw as a great advantage," said Young. Western Block, a local Arizona block supplier who used to do mostly residential work before the economic downturn, provided the block on the ballasts on the systems, for example.
"Normally there is a penalty in using USA manufactured parts and product in government contracts because they are sold at a higher price," said Young, "but in this case, due to the economy and demand, USA companies are more cost-effective than imported products."
