South Korea's Revised Infant and Child Textile Product Standards Become Effective in February 2018
South Korea updated its safety standards for infant and children’s textile products in January 2017. The new rules become effective in February 2018.
- (1888PressRelease) November 10, 2017 - The South Korean Ministry of Trade, Industry and Energy (MOTIE) published two Notices of Revision in January 2017, relating to safety standards for infant and children’s textile products.
The revisions were:
• No. 2017-16 – for infant textile products subject to Safety Confirmation Act
• No. 2017-17 – for children’s textile products subject to Supplier’s Declaration of Conformity Act
Infant textile products are normally regulated by the Special Act on Safety Management of Children’s Products – Enactment of Common Safety Standards of Children’s Products and Safety Confirmation Act Annex 1 – Textile Product for Infants.
The main changes brought in by No. 2017-16 relate to restrictions on various substances, including:
• Addition of NP and NPEO with total concentrations of less than 100 mg/kg in infant’s textile products
• Addition of total cadmium with concentrations of less than 75 mg/kg in infant’s textile products
• Change the requirement for Disperse Dyes from ‘Prohibited’ to ‘50 mg/kg (each)’ in infant’s textile products
Products must be tested and certified by local authorized Korean testing and inspection organizations, and the approved Korea Certification Mark (KC Mark) must be attached to the products before distribution onto the Korean market.
Leather products for infants and children, and children’s textile products, are regulated by the Special Act on Safety Managements of Children’s Products – Enactment of Common Safety Standards of Children’s Products and Supplier’s Declaration of Conformity Act Annex 1 – Leather Products and Annex 15 – Textile Products.
The main changes introduced by No. 2017-17 relate to the requirements on restricted substances, including:
• Addition of NP and NPEO with total concentrations of less than 100 mg/kg in children’s textile products
• Addition of total cadmium with concentrations of less than 75 mg/kg in children’s textile products
• Change the requirement for Disperse Dyes from ‘Prohibited’ to ‘50 mg/kg (each)’ in children’s textile products
• Change the requirement for Cr VI from ‘0.5 mg/kg’ to ‘3 mg/kg’ in infant’s leather products
Manufacturers and importers of leather products for infants and children, and children’s textile products, must confirm compliance with the law by self-test or test conducted by a third-party service provider – in and ISO 17025 accredited laboratory - for existence of any hazardous substances. The inspection agency shall verify compliance with the standard according to the Supplier’s Declaration of Conformity Act.
Additional changes brought in by the two notices include the renaming of the ‘Safe Quality Mark Act’ to the ‘Supplier’s Suitability Confirmation Standard’, subject to Quality Management and Safety Control of Industrial Product Act for textile and leather products designated for ages over 13 years old, Annex 1 – Household Textile Products and Annex 3 – Leather Products.
Stakeholders are advised to check their products remain compliant with the new requirements, which will become effective on February 1, 2018.
