SGS Summarizes Proposal to Ban PFOA and PFOA-related Compounds in Japan

  • (1888PressRelease) February 22, 2024 - SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 028.24 to provide stakeholders with an overview of Japan’s proposal to ban perfluorooctanoic acid (PFOA) isomers, their salts and PFOA-related substances.

    The proposal was announced by the Ministry of Health, Labor and Welfare and other competent authorities on February 1, 2024. Important provisions within the proposal include:

    - Designating PFOA isomers, their salts and PFOA-related compounds, including perfluorooctyl iodide and 8:2 fluorotelomer, as Class 1 Specified Chemical Substances under the nation’s ‘Act on the Evaluation of Chemical Substances and Regulation of their Manufacture, etc.’ (also known as the Chemical Substances Control Law, CSCL)
    - Prohibiting the manufacture and import of PFOA isomers, their salts and PFOA-related compounds from the winter of 2024
    - Prohibiting the import of designated products containing PFOA isomers, their salts and PFOA-related compounds
    - Prohibiting the use of PFOA isomers, their salts and PFOA-related compounds for applications other than approved (essential) uses
    - Establishing technical standards for the handling of specified products that use these Class I Specified Chemical Substances (point 4 to proposal)

    SGS publishes SafeGuardS to keep stakeholders informed about regulatory and market changes that may impact their business. SafeGuardS 028.24 covers Japan’s proposal and includes a table with highlights of the products being banned.

    According to the announcement, comments on the proposal will be accepted until March 1, 2024, when the one-month consultation ends.
