SGS Shines Spotlight on Industry Responsibility as EU’s List of Hazardous Substances Expands
On July 16, 2019, the European Chemicals Agency (ECHA) published the 21st batch of SVHC Candidate List, bringing the total to 201 hazardous substances. REACH services from SGS help manufacturers and importers manage their responsibilities to expanding green requirements.
- (1888PressRelease) August 29, 2019 - The European Union’s announcement this month of the addition of four new hazardous substances to its candidate list of Substances of Very High Concern (SVHC) has prompted SGS to alert product manufacturers and importers to their responsibilities concerning REACH (Registration, Evaluation, Authorization and Restriction of Chemicals).
REACH is a European Union Regulation designed to help protect human health and the environment from the harmful effects of some chemical substances, while encouraging commercial competition and innovation in European industry. It places responsibility on industry to manage the risks that chemicals, or consumer articles, may pose to public health and to the environment.
On July 16, 2019, the European Chemicals Agency (ECHA) published the 21st batch of SVHC Candidate List, bringing the total to 201 hazardous substances. Manufacturers and importers of articles to the EU must ensure that information concerning hazardous substances is communicated accurately along their supply chains, whatever the supply chain’s country of origin, to ensure the correct information is transferred to the ECHA.
The regulation applies to all chemicals – not only those used in industrial processes but also within everyday products, such as cleaning products and paints, or in articles such as clothes, furniture and electrical appliances.

The new regulations are designed to ensure:
• Better risk management of chemicals during waste recovery
• Promotion of non-toxic material cycles
• Better consumer information to allow more informed choices on safer products
• Increased pressure to replace substances of concern
If an article contains any SVHC (concentration above 0.1%(w/w)) included in the Candidate List, the EU manufacturer or importer is required to fulfil the obligations of notification and provide sufficient information on request to consumers within 45 days of receipt of this request. In addition, suppliers must notify ECHA about the SVHC in products if the concentration of a SVHC is above 0.1% (w/w) and the import quantity is above 1 tonne/year.
