  • (1888PressRelease) November 29, 2024 - SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 165.24 to highlight specific exemptions made to the ban on Dechlorane Plus and UV-328 issued in Singapore. The exemptions are effective from November 12, 2024, or until viable alternatives are available.

Dechlorane Plus and UV-328 are widely used plastic additives. They are two of the five chemicals that were found to be toxic and were included in amendments to Singapore’s Environmental Protection and Management (Hazardous Substances) Regulations, (EPM (HS) Regs) and the Environmental Protection and Management Act (EMPA) of May 2022.

The full list of chemicals listed and subject to the original ban, effective from March 2023, is as follows:
    • Amitrole
    • Dechlorane Plus
    • Iprodione
    • Nonylphenol (NP) and nonylphenol ethoxylates (NPE)
    • UV-328

Dechlorane Plus, methoxychlor and UV-328 were also prohibited from manufacture, import and export by Singapore’s National Environment Agency, initially from May 2024. A subsequent delay to the ban, effective from February 26, 2025, aligned it with the Stockholm Convention’s persistent organic pollutants (POP) deadline. This ban applies to all nonexempt uses and applications.

SGS experts publish SafeGuardS to keep stakeholders informed about regulatory changes that could impact their business. SafeGuardS 165.24 includes a helpful table which contains the specific manufacturing, import, export and use exemptions for Dechlorane Plus and UV-328.

Stakeholders are encouraged to refer to the original SafeGuardS 165.24 for more details.
