SGS Publishes Overview of US Proposal to Restrict Perc

SGS publishes SafeGuardS looking at the US EPA proposal to restrict the use of Perc. End Quote

(1888PressRelease) July 13, 2023 - SGS, the world’s leading testing, inspection and certification company, is reminding stakeholders that on June 16, 2023, the US Environmental Protection Agency (EPA) published a proposal to regulate perchloroethylene (Perc) under the Toxic Substances Control Act (TSCA).

Perc, also known as Tetrachloroethylene, is a colorless liquid with several consumer and industrial applications, including:
• Dry cleaning fabrics
• Aerosol degreasing
• Production of fluorinate compounds

The EPA proposal seeks to address the unreasonable risk Perc presents to human health. If accepted, it will amend 40 CFR 751 ‘Regulation of certain chemical substances and mixtures’, under section 6 of the TSCA.

SGS has published SafeGuardS 076.23 to help stakeholders understand the scope of the proposal. It includes lists of the prohibitions relating to consumer and commercial issues that will, if accepted, affect manufacturers, importers, distributors and processors. The SafeGuardS also includes details of exemptions, proposed implementation dates and the workplace chemical protection program (WCPP) that the rule would set in place.

Stakeholders are advised to review SGS’s original SafeGuardS 076.23 to learn more about proposals to restriction Perc.

The US EPA is accepting comments on the proposals up until August 15, 2023.
