SGS Publishes Overview of Additions to Candidate List Under REACH
A look at the eight SVHCs that the ECHA added to the Candidate List on July 8, 2021.
- (1888PressRelease) July 29, 2021 - SGS, the world’s leading testing, inspection and certification company, has published a summary of the changes made to the Candidate List by the European Chemical Agency (ECHA).
On July 8, 2021, the ECHA added the following eight substances of very high concern (SVHC). Some represent a group of chemicals, bringing the total number of substances on the Candidate List to 219.
The eight substances are:
1. 1,4-dioxane
2. 2,2-bis(bromomethyl)propane1,3-diol (BMP); 2,2-dimethylpropan-1-ol, tribromo derivative/3-bromo-2,2-bis(bromomethyl)-1-propanol (TBNPA); 2,3-dibromo-1-propanol (2,3-DBPA)
3. 2-(4-tert-butylbenzyl)propionaldehyde and its individual stereoisomers
4. 4,4'-(1-methylpropylidene)bisphenol
5. Glutaral
6. Medium-chain chlorinated paraffins (MCCP) (UVCB substances consisting of more than or equal to 80% linear chloroalkanes with carbon chain lengths within the range from C14 to C17)
7. Orthoboric acid, sodium salt
8. Phenol, alkylation products (mainly in para position) with C12-rich branched or linear alkyl chains from oligomerisation, covering any individual isomers and/ or combinations thereof (PDDP)
These substances have a variety of uses, including acting as a solvent when synthesizing chemicals, as a fragrance ingredient in cosmetics, as a flame retardant and as a biocide. To see a complete summary of their uses, read SGS’s original SafeGuard 091/21.
Under Article 33 of Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), manufacturers and importers operating the European Union (EU) and European Economic Area (EEA) are required to provide information that allows safe use when an SVHC’s concentration within a product exceeds 0.1% (w/w). This should be done upon supply or within 45 days when requested by a consumer. Also, they must also notify the ECHA if an article contains an SVHC in a concentration above 0.1% in a quantity above one tonne per year (Article 7).
These obligations come into effect six months after an SVHC has been added to the Candidate List, meaning the notification deadline on these eight substances is January 8, 2022.
Stakeholders should also be aware that, as of January 5, 2021, EU producers, importers, assemblers and distributers of articles containing above 0.1% w/w of an SVHC on the Candidate List must also submit a notification to the Substances of Concern In articles as such or in complex objects (Products) (SCIP) database under the Waste Framework Directive (WFD).
