Protective Footwear Performance Requirements Revised in ASTM Standard Specification F2413-18

ASTM International has updated its Standard Specification for Performance Requirements for Protective (Safety) Toe Cap Footwear – F2413. End Quote

(1888PressRelease) November 22, 2018 - ASTM International has revised its standard specification for performance requirements in protective footwear – ASTM F2413. The latest version also requires the test report and Certification of Conformance (COC) to be issued by a third-party laboratory.

ASTM F2413-18 covers minimum requirements for protective footwear with regards to design, performance, testing and classification. To be certified as conforming to F2413, protective footwear must meet the requirements in:
• Section 5.1 – Impact Resistant Footwear (I)
• Section 5.2 – Compression Resistant Footwear (C)

Following this, footwear may also meet some of the following additional sections:
• Metatarsal protection (Mt)
• Conductive protection (Cd)
• Electric hazard protection (EH)
• Static dissipative protection (SD)
• Puncture resistance (PR)

Protective footwear manufactured to the ASTM specification must have at least one shoe clearly marked as complying with the relevant specific portion of the standard. This must be permanently legible – either stitched, stamped or pressure sensitive label, etc. – on the tongue, gusset, shaft or quarter lining of the shoe. It must be in a rectangular box and the following four-line text is suggested:
• Line 1 – identifies compliance with ASTM F2413
• Line 2 – identifies gender of user (m/f) and the classification for:
o Impact resistance (I)
o Compression resistance (C)
o Metatarsal resistance (Mt)
• Lines 3 & 4 – identifies other specific types of protection referenced in the standard

The 2018 version of F2413 also requires the test report to be issued by an independent testing laboratory. The test report must reference ASTM Test Methods F2412 and ASTM specifications F2413. It should include:
• Name of the third-party laboratory, contact information and authorization signature(s)
• Full description of the sample footwear and/or puncture resistant devices tested
• Any manufacturer’s reference (product category, style, model, SKU etc.), size and gender
• Performance requirements and safety hazard(s)
• Results, test conditions and if any modification of the test methods

ASTM F2413-18 also requires the COC to be issued by a third-party laboratory for the safety hazard(s) pertinent to the footwear. It should include:
• Name of the third-party laboratory, contact information and authorization signature(s)
• Name of the company issued COC
• All manufacturer’s references (product category, style, model, SKU, etc)
• Certification issue date
• Report number and issue date associated with the COC
• Statement that the manufacturer’s reference meets the performance requirements of ASTM Specification F2413-18 as tested in accordance with ASTM Test Methods F2412-18 and list the safety hazard(s) tested

Footwear that is designed to protect the wearer is referenced in the Occupational Safety and Health Administration’s (OSHA’s) Code of Federal Regulations (CFR) Title 29. This gives:
• General Personal Protective Equipment (PPE) requirements in 1910.132
• Foot Protection requirements in 1910.136

According to 29 CFR 1910.136(a), employees must wear protective footwear if there is a risk of foot damage from:
• Falling or rolling objects
• Objects that may pierce the sole
• Electrical hazards

These requirements are referenced in:
• ASTM F2412 Standard Test Methods for Foot Protection
• and F2413 Standard Specification for Performance Requirements for Protective (Safety) Toe Cap Footwear
