Delicia Herrera was first elected to the San Antonio City Council in 2005 and re-elected in 2009. Due to some of the strictest term limits in the country, Herrera was only permitted to serve two-two year terms. Herrera's district streched from the Edgewood School District to Westover Hills which encompasses much of Texas State Representative District 125. During her time in office, Herrera was able to accomplish:
- Herrera created a Community Anti-Graffiti Committee that would eventually became the official City of San Antonio Anti-Graffiti Task-force.
- Created the Gallery Bound Program: an anti-graffiti art education program. Partnered with Bexar County Juvenile Probation Center and local high schools to identify youths that would benefit from this program.
- Successful in leading the way for a public-private developer agreement that resulted in over 200 homes engineered out of a floodplain. This type of developer agreement was one of the first of its kind in San Antonio.
- Fought and secured over $67 million in infrastructure projects in the 2007 - 2012 Bond.
- Allocated funding to create 4 High Water Alert Systems.
- Played a vital role in luring Microsoft's $550 million state of the art data center.
- Dedicated herself to the re-vitalization of the near Westside by co-founding the Westside Development Corporation (WDC).
- Created the only municipally owned Hazmat railcar training facility in the country to provide specialized training in the event of a train derailment or Hazmat incidents.
