Dr. Goutam Sadhu, Dean School of Rural Management at the IIHMR University, Jaipur said, "According to the Census, Jharkhand has a population of 32.96 million, consisting of 16.93 million males and 16.03 million females. The population consists of 28% tribal peoples (scheduled tribe is 86,45,042, of them, 78,68,150 live in rural and 7,76,892 in urban areas). The Budget allocation for various schemes/ programmes of Ministry of Tribal Affairs for 2014-15 was Rs. 4479.00 crore and the Revised Estimates was Rs.3850.00 crore. The total releases made by the Ministry during the year 2014-15 (upto 31.12.2014) were Rs.3002.31 crore, which is 77.98 % of the Revised Estimates/Final Grants. The state is the 5th poorest Indian state with 51.6% rural people below the poverty line (BPL). The state needs an improved water and sanitation facility where Flouride and Iron contamination along with poor water quality is the major issue in most parts of the state. According to a report on Tribal Development Plan 2013, about 85% people defecate in the open - only 7.6% rural households have toilets in houses & 2% rural households have closed drainage facility. Also, the coverage of rural water supply and sanitation services is very low in the state with 49% population still relying on hand pump. State shows India's highest mortality rates for children with 69 per1000 under 5 years and infant mortality rate at 67 per 1000 4 out of every 10 women are undernourished and the percentage of child immunization is 34.2% as against India's average of 49.7%."
Jharkhand is one amongst the four states (Assam, Bihar, UP and Jharkhand) has been prioritized by the Ministry of Drinking Water and Sanitation (MoDWS), GOI, on the basis of States with lowest percentage of households with rural piped water coverage as per Census 2011 figures. State shows India's highest mortality rates for children with 69 per1000 under 5 years and infant mortality rate at 67 per 1000, 4 out of every 10 women are undernourished.
Dr. Sadhu also added, " According to Deloitte Analysis- published by national Skill Development Corporation presentation for the state of Jharkhand 2012- 2022, the projected workforce by 2022 in Jharkhand is 172 lakhs and the the state needs to skill 5.8 lakh persons to meet the demand of skilled manpower. The incremental deficit of manpower in skilled and semi-skilled category is about 3.24 lakhs, which can be met by skilling the excess manpower in the minimally skilled category. Healthcare, Education, skill development, livelihood & preservation of cultural heritage create more jobs for Rural Managers. Expenditure of Ministry of Tribal Affairs in 2013-14 on Vocational training of Tribal Areas in Jharkhand is 8.8167 crore and the expenditure on Strengthening of Education among ST Girls in Low Literacy Districts is Rs. 40.3001 crore in 2013-14 (As per Tribal Welfare and Development Report).
