New Zealand Revises Cosmetic Product Group Standard
New Zealand’s EPA updated Cosmetic Products Group Standard on December 1, 2017.
- (1888PressRelease) February 01, 2018 - New Zealand’s Environmental Protection Authority (EPA) has updated its Cosmetic Products Group Standard. The changes occurred on December 1, 2017, at the same time as other group standards were updated. The 2017 Cosmetic Product Group Standard replaces the 2006 version.
The new group standard applies to any substance imported or manufactured for use as a cosmetic product, where the cosmetic product classifies as hazardous according to the hazard classification criteria set out in the Hazardous Substances (Classification) Notice 2017.
However, products are automatically excluded if they contain:
• Asbestos
• Any chemical that is a persistent organic pollutant within the definition in section 2 of the Act
• Any chemical that exhibits the characteristics of a persistent organic pollutant as set out in paragraph 1 of Annex D to Schedule 1AA of the Act
• Any component banned by the International Fragrance Association as set out in the IFRA Code of Practice
• Any substance that is intended to be ingested, inhaled, injected or implanted into the human body
• Any substance that is prohibited in the Schedules, or does not fulfill the restriction or condition as required in the Schedules
The new version of the standard separates out Schedules four to eight – the prohibition list, restriction list, list of colorants, list of preservatives, and list of UV filters.
The new rules come with a period of transition, which will allow labeling, safety data sheet and packaging requirements to continue to comply with the previous Cosmetic Products Group Standard 2006 until December 1, 2021.
Stakeholders are now advised to make themselves aware of the new requirements and prepare for transition to the new Group Standard.
