Matt Struhar is an associate in Stoel Rives’ Litigation group, where he assists clients at all stages in litigation, from pretrial motions through appeal. He has both litigation and regulatory experience and has worked on matters involving unfair competition, antitrust, the Fair Housing Act, and other state and federal laws and regulations. A conscientious attorney, Matt has worked on matters, including appeals, related to the Freedom of Information Act, the Immigration and Nationality Act, the Voting Rights Act, civil rights, and gun control.
Prior to joining Stoel Rives, Matthew was an attorney with Nixon Peabody LLP. He is admitted to the bar in California and the District of Columbia.

As restrictions and interpretations of what constitutes an Automatic Telephone Dialing System (ATDS) remain ambiguous, companies that do business through telemarketing become more prone to class action lawsuits filed under the Telephone Consumer Protection Act (TCPA).
Recently, the Ninth Circuit released its statutory definition of ATDS as an “equipment which has the capacity – (1) to store numbers to be called or (2) to produce numbers to be called, using a random or sequential number generator – and to dial such numbers” setting aside the prior interpretation made by the Federal Communications Commission (FCC).
