Matrix New World Engineering Welcomes Director of Urban Engineering and Development
Phillip Scott returns to environmental engineering firm.
- Newark, NJ (1888PressRelease) October 26, 2022 - Matrix New World Engineering (Matrix) is pleased to welcome back Phillip Scott, P.E., C.M.E, as the new Director of Urban Engineering and Development.
With over two decades of experience, Scott brings engineering expertise in both public and private sectors.
In this role, Scott manages clients and contributes to business development for Matrix’s public and private clients. He supervises general projects and engineering staff, while also building teams of consultants to provide services to private developers and infrastructure clients. Scott also works with the Marketing Team to prepare proposals and oversees budgets of projects. He will represent Matrix at meetings, conferences and speaking engagements. Previously, Scott served as Senior Project Manager at Matrix.
Formerly, as the Director of Engineering for the city of Newark, NJ, Scott managed the operation and improvement of the city’s infrastructure. He was responsible for leading projects that contributed to the improvement of the city’s roadways, traffic and transportation, and municipal parks. As Director of Engineering, he oversaw employees and managed a budget of over 14 million dollars. He was Newark’s Mayor, Ras J. Baraka’s, voting representative on the Board of Trustees for the North Jersey Transportation Planning Authority and the city’s flood administrator for FEMA.

Scott holds a Bachelor of Science in Civil Engineering from New Jersey Institute of Technology (NJIT).
