Mandatory Children’s Raincoat Inspection Requirements Updated in Taiwan
Taiwan updates its mandatory inspection standard for children’s raincoats, reducing the prescribed phthalates down to six from eight.
- (1888PressRelease) September 27, 2019 - Taiwan has updated its mandatory inspection standard in relation to children’s raincoats. The latest version of the inspection standard, CNS 15503, was published on October 18, 2018, and it states that children’s raincoats need to be inspected for the presence of six restricted phthalates:
• Benzylbutyl phthalate (BBP)
• Di-n-butyl phthalate (DBP)
• Di(2-ethylhexyl) phthalate (DEHP)
• Diisodecyl phthalate (DIDP)
• Diisononyl phthalate (DINP)
• Di-n-octyl phthalate (DNOP)
The previous version of the mandatory inspection standard had included dimethyl phthalate (DMP) and diethyl phthalate (DEP).
The use of these phthalates is restricted to, in mixture, 0.1% (wt/wt).
The scope of the standard covers children’s raincoats and raincoats suitable for wearers between the height of 70cm and 150cm. It does not include waterproof textiles.
Bureau of Standards, Metrology and Inspection (BSMI) has adopted CNS 15503 as part of its mandatory inspection standards for children’s raincoats. This includes:
• CNS 15503 General Requirements for Safety of Children’s Products
• CNS 15291 Safety of Children’s Clothing – Cords and Drawstrings on Children’s Clothing – Specification
• Article 9 of Commodity Labelling Act for mandatory labelling items
The new standard was implemented on May 1, 2019, and it covers both domestically produced and imported raincoats. The inspection authority has a two-track system that includes monitoring and inspection, alongside registration of the product’s certification. The BSMI will publish surveillance results on its website. In August 2019, it reported that some children’s raincoats had been found to contain levels of phthalates above the acceptable limit.
