Since CMS rolled out the proposed MACRA rule, it has been gradually ramping up to full participation, as it allows physicians to set their own pace in 2017.
Under the final rule, providers in the MIPS pathway can opt out and not send CMS any data in 2017. Those who opt out will receive an automatic 4 percent negative Medicare payment adjustment in 2019. Why would you though, when CMS has made it simple to avoid this penalty, providers need to just submit data for one quality measure or improvement activity.
