According to an August 7, 2020 study by The Aspen Institute[1], an estimated 30 - 40 million U.S. residents are at risk in the most severe housing crisis in the history of the United States of America, and with people of color being disproportionately at more risk of being evicted currently according to an August 10, 2020 study conducted by MarketWatch[2]. Even with a federal moratorium on evictions now in place, according to a September 23, 2020 article by the Washington Post[3], in just 12 cities 5,200 eviction proceedings were filed during the 10 days between the end of the Cares Act eviction protections and the beginning of the Centers for Disease Control and Prevention eviction moratorium, and with landlords in Florida on October 7, 2020 having simply drilled the locks and re-keyed the doors on the units of at least 20 residents, without any notice to their tenants during what was represented as a civil "re-possession" proceeding[4].
