INMETRO Brazil Introduces Efficiency and Safety Requirements for Street Lighting

  • (1888PressRelease) August 08, 2018 - Brazil’s National Institute of Metrology Standardization and Industrial Quality (INMETRO) has issued a new Ordinance to improve the energy efficiency and safety of luminaires used in public road lighting.

    Published in February 2017, Ordinance 20 covers all public road lighting that:

    • Use discharge lamps or LED technology
    • Operate under alternate current (AC) and continuous current (CC)
    • Have independent or embedded control systems

    The provisions of the ordinance will be enforced in stages, beginning in August 2018. Stakeholders should aware that from the following dates the following requirements will apply:

    • August 15, 2018 – all manufactured and imported luminaires for public road lighting
    • February 15, 2019 – all luminaires for public road lighting traded in the Brazilian market
    • February 15, 2020 – all luminaires for public road lighting sold on the Brazilian market

    Ordinance 20 requires luminaires using LED technology to comply with requirements covering:

    • Safety:
    o Marking
    o Operation condition
    o Supply current and output voltage
    o Electromagnetic and radio-frequency interference
    o Leakage current
    o Protection against electric shock
    o Screw and connections’ torque resistance
    o Internal and external wiring
    o Plug for photoelectric relay (when applicable)
    o Protection degree
    o Resistance to insulation
    o Dielectric strength
    o Wind force strength
    o Resistance to vibration
    o Protection against external mechanic impacts
    o Resistance to ultraviolet radiation
    • Performance
    o Rated power
    o Power factor
    o Supply current/output current and voltage
    o Classification of the luminous intensity distributions
    o TCC/IRC
    o Energy efficiency
    o Luminous distribution control
    o Maintenance of the luminous flux of the luminaire
    o Qualification of the electronic control device CC or CA for LED modules

    For discharge lamps, the requirements relate to:

    • Safety
    o Marking
    o Voltage increase at lamp connections
    o Resistance to insulation
    o Dielectric strength
    o Electromagnetic and radio-frequency interference
    o Lamp socket
    o Internal and external wiring
    o Plug for photoelectric relay (when applicable)
    o Durability
    o Thermal test (under normal operation)
    o Resistance to ultraviolet radiation
    o Protection against external mechanic impacts

    • Performance
    o Classification of luminous intensity distribution
    o Energy efficiency
    o Luminous distribution control
    o Street and sidewalk uniformity index

    Manufacturers and importers must ensure their luminaires for public street lighting can demonstrate compliance with the new regulation. This will require a complete surveillance assessment by an INMETRO-accredited certification body. This will include surveillance audit and testing.
