    The CUI Program was originally established in 2010 to create a uniform, shared, transparent system for safeguarding and disseminating CUI. On September 14, 2016, the Government added 32 CFR 2002 - General Guidelines for Systematic Declassification Review of Foreign Government Information as a FAR rule, officially implementing the CUI Program. This rule establishes the policy for designating, handling, and controlling information that qualifies as CUI and will go into effect on November 14, 2016. The CUI Program will be implemented over a two-year timeline.
