The United States government is heading towards a single comprehensive system to license, process and enforce exports now classified under both Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR). In addition, knowledge of both EAR and ITAR Controls will become a requirement. Although ultimately these reforms are intended to simplify Export Controls, they may actually complicate the process in the early stages of implementation.
