France Introduces New Environmental Labeling Rules for Consumer Products
A look at France’s Decree 2022-748 on environmental labeling of waste-generating products.
- (1888PressRelease) June 17, 2022 - SGS, the world’s leading testing, inspection and certification company, has published a SafeGuardS that provides an overview of France’s new environmental labeling requirements for consumer goods.
On April 29, 2022, France published Decree 2022-748 relating to environmental labeling on products that generate waste. Its provisions will affect all producers, importers and dealers, including those involved in online distribution (website, platforms, etc.).
Under the terms of the Decree, there is an obligation on stakeholders to provide information on a variety of environmental qualities and characteristics relating to the product and its packaging. These will vary according to the product category and can include:
• Reparability
• Sustainability
• Re-use possibilities
• Incorporation of recycled material
• Use of renewable resources
• Compostability
• Recyclability
• The presence of hazardous substances, precious metals or rare earths
• Traceability
• Presence of plastic microfibers
The information must be made readily available by electronic means and/or by display, label or any other clear and comprehensible means. The format must be easily reusable and workable by an automated processing system in aggregate form.

The Decree came into effect on May 1, 2022, with a progressive rollout for enforcement:
• January 1, 2023 – annual revenue greater than EUR 50 million and placement on the national market of at least 25,000 units
• January 1, 2024 – annual revenue greater than EUR 20 million and placement on the national market of at least 10,000 units
• January 1, 2024 – product:
o Building products and materials
o Toys
o Passenger cars, vans, motor vehicles (with 2 or 3 wheels) and motor quadricycles
• January 1, 2025 – annual revenue greater than EUR 10 million and placement on the national market of at least 10,000 units
Stakeholders should be aware there will be a stock disposal period running until January 1, 2023.
