France Continues Restrictions on Formamide in Toy Puzzle Mats
France extends its temporary restrictions on formamide in toy puzzle mats until May 23, 2017. From May 24, 2017, the restrictions will effectively fall under the scope of an amendment to the EU Toy Safety Directive.
- (1888PressRelease) February 25, 2017 - France published Decree of December 9, 2016, in the Official Gazette of the French Republic (Journal Officiel de la République Française, JORF), extending its temporary restriction on formamide in toy puzzle mats until May 23, 2017.
The extension effectively bridges the gap until an amendment to the European Toy Safety Directive (TSD) becomes effective on May 24, 2017. The European TSD will effectively restrict formamide in toy puzzle mats and will preserve France's current limit of no more than 200 mg/kg.
This restriction was added to Appendix C under Annex II of Directive 2009/48/EU via the publishing of Directive (EU) 2015/2115 in November 2015. The amendment restricts formamide in foam-containing toys for children under three and other toys that can be placed in the mouth. The legislation also allows formamide emission using defined methods as an alternative.
Formamide has been controlled in toy puzzle mats in France since 2011. These restrictions have been issued on an interim basis for a period of one year and were renewed in 2012, 2013, 2014 and 2015. The most recent renewal, in December 2016, allows the restriction to continue until the amendment to the TSD becomes effective on May 24, 2017.
