Former Veterans Affairs Attorney Melbourne Noel Joins CIS as Federal Contracting and Compliance Advisor
Respected former VA contract attorney will join CIS within GP and FSS practices.

Noel, Jr., will join CIS on February 1, 2013, as Strategic Consultant, Federal Contracting and Compliance, within its Government Programs and Federal Supply Schedule (FSS) practices.

Mr. Noel has the expertise to provide guidance specifically related to manufacturers' compliance with Public Law 102-585, Section 603 and Federal Supply Schedule contract requirements.
Prior to CIS, Mr. Noel was a senior contract attorney in the Department of Veterans Affairs (VA) Office of General Counsel stationed at the VA National Acquisition Center in Hines, IL. Mr. Noel was one of the drafters of the Master Agreement and Pharmaceutical Pricing Agreement prescribed for covered drug manufacturers by Section 603 of the Veterans Health Care Act of 1992. He was one of the attorneys tasked with ensuring manufacturers' compliance with the Section and chaired meetings of VA's P.L. 102-585, § 603, Policy Group.
Prior to entering Government service, Mr. Noel practiced in the area of commercial litigation for a large Chicago law firm. His clients included construction contractors and manufacturers. Mr. Noel began his career as an Assistant Illinois Attorney General, in which capacity he argued before the U.S. Supreme Court on two occasions.
Mr. Noel is a past Co-Chair of the Federal Bar Association Government Contracts Section's Health Care Committee. He received his B.A. from the University of Notre Dame and his law degree from Northwestern University.
