  • (1888PressRelease) March 14, 2012 - More than 300 delegates and experts flocked to Birla Institute of Management Technology (BIMTECH) when it hosted the Seventh Annual Conference of the Uttar Pradesh and Uttarakhand Economic Association (UPUEA) on Oct. 16-17, 2011.

    Organized by BIMTECH in collaboration with UPUEA and the Indian Council of Social Science Research, the conference centred on three main topics: Non-economic factors in economic development, agricultural development and food security and poverty in Uttar Pradesh and Uttarakhand.

    Prof. D.K. Srivastava, Director of Madras School of Economics delivered the keynote address. He highlighted the paradoxical nature of the monetary and fiscal policies of India in regard to maintaining the momentum of growth, accelerating growth, containing inflation and pressures from the world economy. He cited the European financial crisis in particular.

    Conference President, Prof. Ravi Srivastava gave an analysis of the growth and development gains in Uttar Pradesh, noting inclusive growth was realized to some extent, benefiting the minority population, but also presented evidence of disproportionate growth benefits accruing to various minority groups and stressed the need for policy adjustments to correct the situation.

    In a panel discussion, Planning Commission member B.K. Chaturvedi explained various projects and programs scheduled for the Twelfth Five-Year Plan in regard to Uttar Pradesh and Dr. T.S. Papola, ICSSR National Fellow and former Planning Commission member, highlighted intricate problems and rigid structures in Uttar Pradesh and Uttarakhand. Prof S R Hashim, former member, Plannign Commission and Chairman, UPSC emphasized the importance of focusing on soft employed persons like artisans and craft men and carpenters for attaining the goal of inclusive growth.

    The first day of the two-day session ended with a panel discussion on finance micro panel comprised Sushil Tripathi, former Principal of Finance and Stell , Uttar Pradesh; Anoop Kaul, Director Financial Inclusion Programs, BASIX Hyderabad and Dr. S.L. Shetty, former Director EPW Research Foundation, Mumbai.

    All three focused on the problems and progress of micro finance, its role in development and dissemination of growth gains among the masses.

    The second day was devoted to parallel sessions on the three themes of the conference. The session on non-economic factors of growth had the benefit of presentation by Prof. A.K. Sharma of IIT Kanpur analyzed the role of social factors in social transformation and economic growth. Shalini Sharma of Sharda University, Amit Sharma FDDI, Noida and Gunjan Bhatnagar HITM Agra outlines the relation between education and productivity and its impact of productivity on growth in the Indian economy.

    The session on agricultural development and food security heard Prof. Shri Prakash, Professor of Eminence and former Dean of Research, BIMTECH, explained the concept of food security and outlined key problems and challenges for future development due to sustainability and climate change.

    Wrapping up the two days of discussions, the third session on poverty in Uttar Pradesh heard Prof. P.K. Chaubey, IIPA, New Delhi. He outlined the problems of getting a precise measurement of poverty at the grassroots level and Prof. I.D. Gupta, Lucknow University. spoke on the dimensions of poverty in Uttar Pradesh, contrasting it with other states.

    The conference was attended by 269 teachers and delegates and 35 planners, members of industry, administrators, policy makers and former members of the diplomatic corp.
