European Union Adds Six New SVHCs to Candidate List of REACH
The ECHA has increased the number of substances on its Candidate List to 197, with the inclusion of six new SVHCs.
- (1888PressRelease) February 02, 2019 - The European Chemical Agency (ECHA) has updated its Candidate List with the addition of six new Substances of Very High Concern (SVHCs). This brings the number of SVHCs contained in the list to 197.
The new SVHC Candidates are:
1. 2,2-bis(4'-hydroxyphenyl)-4-methylpentane
2. Benzo[k]fluoranthene
3. Fluoranthene
4. Phenanthrene
5. Pyrene
6. 1,7,7-trimethyl-3-(phenylmethylene)bicyclo[2.2.1]heptan-2-one (3-benzylidene camphor)
Substance one, 2,2-bis(4'-hydroxyphenyl)-4-methylpentane, is structurally similar to bisphenol A (BPA) and has been added to the Candidate List under the classification for carcinogenic 1B (Carc. 1B). It is primarily used in the manufacture of polymers, with minor uses including surface coatings, inks and substances – it is used as an alternative to BPA in thermal paper.
Substances 2 to 5 all belong to the family of polyaromatic hydrocarbons (PAHs). These are not produced intentionally but occur, together with other PAHs, as constituents of coal and petroleum stream substances of unknown or variable composition, complex reaction products or biological materials (UVCBs).
Substance 6, 3-benzylidene camphor, has endocrine disrupting properties and presents a serious threat to the environment. Until it was banned in 2015 by Regulation (EU) No 2015/1298, it was used as UV filter in cosmetics and sun screen products.
The European Union’s (EU) REACH regulations makes the following demands on manufacturers and importers of articles into the EU and European Economic Area (EEA):
1. If the article contains in excess of 0.1% (w/w) of SVHC they must provide information on the safe use of the product upon supply
2. The same must be supplied to consumers within 45 days of request
3. If articles contain an SVHC in a concentration exceeding 0.1% (w/w) and in a quantity over one tonne per year, they must notify the ECHA under Article 7
Notifications must be submitted to the ECHA within six months of the SVHC being added to the Candidate List.
These six new SVHCs were added to the Candidate List on January 15, 2019, and the notification deadline is July 15, 2019.
