European Commission Updates Regulations for Titanium Dioxide in Cosmetics

Effective August 2, 2016, the European Commission has changed the regulations regarding the use of Titanium Dioxide as a UV filter in cosmetics. End Quote

(1888PressRelease) September 27, 2016 - Effective August 2, 2016, the European Commission has authorized the use of Titanium Dioxide (nano) as a UV filter at a maximum concentration of 25% by weight. At the same time, its usage is prohibited when the application may lead to exposure to the end-user's lung by inhalation.

The European Commission published these new regulations on July 13, 2016 in Commission Regulation (EU) 2016/1143, amending Annex VI of Regulation (EC) No. 1223/2009. The change in regulation follows opinions SCCS/1516/13 and SCCS/1539/14, from the Scientific Committee on Consumer Safety (SCCS).

Cosmetic and personal care product manufacturers should now check their compliance with these changes.
