European Commission Amends Regulations on Nano Carbon Black in Cosmetics
Effective July 31, 2016, the European Commission has amended the regulations regarding the use of Carbon Black (nano) as a colorant.
- (1888PressRelease) September 27, 2016 - Effective July 31, 2016, the European Commission has authorized the use of Carbon Black (nano) (CI 77266) as a colorant to a maximum concentration of 10% by weight. In addition, the use of Carbon Black (nano) is prohibited when its use may lead to exposure to the end-user's lungs by inhalation.
On July 11, 2016 The European Commission published Commission Regulation (EU) 2016/1120, amending Annex IV of Regulation (EC) No. 1223/2009. The change in regulations follows two sets of opinions from the Scientific Committee on Consumer Safety (SCCS)- SCCS/1515/13 and SCCS/1539/14.
Cosmetic and personal care product manufacturers should now check their compliance with these changes.
