EU Launches Consultation on Nine Potential SVHCs

  • (1888PressRelease) September 29, 2017 - The European Chemical Agency (ECHA) has launched its second public consultation of 2017 on nine potential Substances of Very High Concern (SVHCs). The consultation, launched on September 5, 2017, will close on October 20, 2017.

    The nine potential SVHCs under consultation are:
    1. 1,6,7,8,9,14,15,16,17,17,18,18-dodecachloropentacyclo [12.2.1.16,9.02,13.05,10] octadeca-7,15-diene (Dechlorane PlusTM) [covering any of its individual anti- and syn-isomers or any combination thereof]
    2. 4,4’-Isopropylidenediphenol (bisphenol A)
    3. Benz[a]anthracene
    4. Cadmium nitrate
    5. Cadmium carbonate
    6. Cadmium hydroxide
    7. Chrysene
    8. Reaction products of 1,3,4-thiadiazolidine-2,5-dithione, formaldehyde and 4-heptylphenol, branched and linear (RP-HP) [with ≥0.1% w/w 4-heptylphenol, branched and linear]
    9. Tricobalt tetraoxide containing ≥ 0.1% w/w nickel oxides

    Bisphenol A (BPA)
    BPA is also already included in the SVHC Candidate List because of its classification as Repr. 1B and its endocrine disrupting properties with serious effects to human health. If accepted, the proposal would list BPA as having endocrine disrupting properties with serious effects to the environment.

    Uses of BPA include:
    • Anti-oxidant for processing PVC
    • In epoxy resin hardeners, epoxy adhesives and encapsulants
    • Manufacture of thermal paper, polycarbonate, epoxy resins, coating materials

    Polyaromatic Hydrocarbons (PAHs)
    Benz[a]anthracene and chrysene are being considered for inclusion on the SVHC Candidate List due to their classification as carcinogenicity category 1B and their persistent, bioaccumulative and toxic (PBT) and vPvB (very persistent and very bioaccumulative) properties. Neither substance is produced intentionally but occur, together with other PAHs, as constituents of coal and petroleum stream UVCB substances. UVCBs are substances of unknown or variable composition, complex reaction products or biological materials.

    Two other PAHs - benzo[a]pyrene (B[a]P) and anthracene - are already included on the Candidate List.

    Cadmium Compounds
    These three substances – cadmium nitrate, cadmium carbonate and cadmium hydroxide – are included under their classification as carcinogenicity category 1B, germ cell mutagenicity category 1B, and it can cause damage to kidney and bone after prolonged exposure (STOT RE 1). These compounds are interchangeable and have a wide range of uses.

    Uses of these different compounds include:
    • Use in laboratory chemicals
    • Manufacture of glass, porcelain and ceramic products
    • As a pH regulator
    • Use in water treatment products, laboratory chemicals, cosmetics and personal care products
    • Manufacture of plastics for food packaging and storage, toys, mobile phones and coatings for cable
    • Manufacture of electrical, electronic and optical equipment.
    • Manufacture of flooring, furniture, toys, construction materials, curtains, footwear, leather products, paper and cardboard products

    Tricobalt Tetraoxide
    An inorganic compound included on the consultation list due to its classification as carcinogenicity category 1A with ≥ 0.1% w/w nickel oxides as impurity.

    Its uses include:
    • In laboratory chemicals, pH regulators and in water treatment products, semiconductors, polymers and coating products
    • Manufacture of pigments and for decoloring glass

    The remaining two substances are UVCBs. These are non-plasticizing flame retardant Dechlorane PlusTM and a corrosion inhibitor, reaction products of 1,3,4-thiadiazolidine-2,5-dithione, formaldehyde and 4-heptylphenol, branched and linear (RP-HP). Dechlorane PlusTM includes its anti- and syn- isomers or any combination thereof, and is considered to be vPvB. The use of Dechlorane PlusTM includes plastics, cables, automobile parts, connectors, adhesives and/or binding agents. RP-HP is proposed to be identified as SVHC candidate for containing 0.1% w/w 4-heptylphenol, branched and linear (4-HPbl) as endocrine disruptors for the environment. 4-HPbl belongs to a group of structurally similar 4-alkylphenols and is already on the Candidate List for the same reason.

    Stakeholders have until October 20, 2017, to submit comments and further information on use, exposure, alternatives and risks of the substances to the ECHA.
