EU Adopts Harmonized Approach to WEEE Directive Registration and Reporting
The EU has introduced a harmonized format for Member States to use when accepting registration and reporting under Directive 2012/19/EU – the WEEE Directive.
- (1888PressRelease) May 31, 2019 - The European Commission has introduced measures to harmonize the way manufacturers of electrical and electronic equipment (EEE) register and report under Directive 2012/19/EU - the Waste Electrical and Electronic Equipment Directive (WEEE Directive). The WEEE Directive sets targets for the collection, recycling and recovery of all types of electrical goods.
The adoption of Implementing Regulation (EU) 2019/290 on February 19, 2019, should help to reduce the regulatory burden felt by manufacturers when they operate in more than one Member State. It specifies different registration formats for producers and authorized representatives. The primary requirements for registration are:
• Producers:
o Name and address of producer and other identification information
o Contact person of producer
o Category/categories of EEE
o Information on producer responsibility
o Information on financing responsibility
o Information on distance selling
o Declaration stating that the information provided is true and accurate
• Authorized representatives
o Name and address of authorized representative and other identification information
o Contact person of authorized representative
o Name of the represented producer(s)
o Contact details of the represented producer(s)
o Category/categories of EEE
o Information on producer responsibility
o Information on financing responsibility
o Declaration stating that the authorized representative has been appointed with a written mandate
o Declaration stating that the information provided is true and accurate
The required information for reporting is:
• Name of producer or authorized representative or organization implementing extended producer responsibility obligations on behalf of producers
• Reporting period
• Contact person for reporting
• Quantity of EEE placed on the market of the Member State (in tonnes)
o Per category of EEE
o Per sub-category of EEE (may be required by a Member State)
o Per type of EEE (household or other than household equipment) (may be required by a Member State)
• Declaration stating that
Stakeholders should be aware the new formats for registration and reporting must be in place in Member States from 1 January 2020.
