EU Adds Formaldehyde and 21 Other CMRs to List under Annex XVII of REACH
The EU has expanded its list of CMRs under Annex XVII of REACH – the expanded list includes formaldehyde, which was restricted from May 24, 2018.
- (1888PressRelease) June 16, 2018 - The European Union (EU) has expanded its list of carcinogenic, mutagenic or reprotoxic (CMR) category 1B substances under Annex XVII of REACH. CMR category 1A and 1B substances are prohibited, as substances, constituents or other substances or in mixtures, for the general public if their concentrations exceed prescribed levels.
Published on May 4, 2018, as Regulation (EU) 2018/675, the list of substances includes additions to entries 28, 29 and 30 of Annex XVII:
• Entry 28 - carcinogenic category 1B: 10 new substances, including formaldehyde
• Entry 29 - mutagenic category 1B: 3 new substances
• Entry 30 - reprotoxic category 1B: 9 new substances
These additions align with two pieces of EU legislation:
• Regulation (EU) 605/2014 - formaldehyde
• Regulation (EU) 2017/776, amending Regulation (EC) 1272/2008 on classification, labeling and packaging of substances and mixtures (CLP Regulation)
Stakeholders should be aware that regulations relating to formaldehyde came into effect on May 24, 2018, with the remaining CMR regulations coming into effect on December 1, 2018.
