ECHA Adds Ten Substances to SVHC Candidate List Under REACH
The ECHA has added ten new substances to the Candidate List, bringing the total number of SVHCs to 191.
- (1888PressRelease) July 21, 2018 - The European Chemical Agency (ECHA) has announced the inclusion of ten new substances to its Candidate List of substances of very high concern (SVHCs).
Issued on June 27, 2018, the new substances are:
Benzo[ghi]perylene
Octamethylcyclotetrasiloxane (D4)
Decamethylcyclopentasiloxane (D5)
Dodecamethylcyclohexasiloxane (D6)
Terphenyl, hydrogenated
Ethylenediamine
Benzene-1,2,4-tricarboxylic acid 1,2-anhydride (TMA)
Lead
Disodium octaborate
Dicyclohexyl phthalate
Benzo[ghi]perylene is produced unintentionally as a constituent of coal and petroleum stream UVCB (unknown or variable composition, complex reaction products or biological materials) substances. Its inclusion stems from its classification as having persistent, bioaccummulative and toxic (PBT) properties, and very persistent and very bioaccummulative (vPvB) properties. It is the fifth polyaromatic hydrocarbons (PAHs) to be listed.
The next three substances D4, D5 and D6 are cyclic polydimethylsiloxanes. These have a wide variety of uses: in washing, personal care and cosmetic products, polishes, waxes, paints and fragrances; in the production of polymers, chemicals, plastic and rubber products and in electrical, electronic and optical equipment. They are considered to have PBT and vPvB properties. The European Union (EU) has already introduced regulations to limit of 0.1% by weight for D4 and D5 in wash-off cosmetic products. These will come into effect on February 1, 2020.
Hydrogenated terphenyl is used in coatings, adhesives, sealants, heat transfer fluid and as an additive in plastic applications. It is a UVCB substance and is included as a vPvB substance on the SVHC Candidate List.
Ethylenediamine and benzene-1,2,4-tricarboxylic acid 1,2-anhydride (TMA) are used in the manufacture of polymers, esters, and epoxy resins. They are included because they have respiratory sensitizing properties.
Lead is used in a variety of situations, including:
Lead-acid batteries
Lead sheets for the construction industry
Lead shot and bullets
Alloying steel and in soldering alloys
Cable sheathing
Production of oxides, pigments, stabilisers and other lead compounds
It is classified as having toxic to reproduction category 1A (Repro 1A) properties and is already restricted in jewellery and accessible parts of articles under REACH Annex XVII. Stakeholders should be aware that there are currently additional proposals to regulate lead in shot for wetland shooting and use of its compounds as a stabilizer in PVC articles.
Disodium octaborate is used widely in manufacturing, in the building sector, in refractory mixtures, as micronutrient fertilizers, and for indoor and outdoor facilities. It is classified as having toxic of reproduction category 1B properties. (Repro 1B)
The final new SVHC, dicyclohexyl phthalate, is used as a plasticizer in plastisol and in PVC, rubber and plastic articles. It is the fifteenth phthalate included in the Candidate List and is classified as having Repro 1B properties.
Once a substance is included on the Candidate List of SVHCs, a manufacturer or importer has six months to notify the ECHA if an article has an SVHC concentration above 0.1%, with the quantity over one tonne per year. This must be submitted under Article 7 of REACH. The notification deadline for the ten new SVHCs added to the Candidate List is December 4, 2018.
Stakeholders are advised to now check their products are compliant with the latest requirements under REACH.
