Diaper Packaging Regulation in New York State Now Includes Ingredients List

A law has been introduced in the US state of New York which requires all diapers to include a discernible and legible list of ingredients on outer packaging.
- (1888PressRelease) February 20, 2025 - SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 008.25, highlighting a new law in New York State implementing a mandatory list of discernible and legible ingredients in order of predominance on the outer packaging of diapers.
With new research suggesting that certain chemicals included in the composition of diapers can be responsible for long-term infant health risks, the bill aims to provide consumers with the right to know what chemicals are in the diapers their children wear.
Enforcement of the new law will commence no later than 12 months after the December 11, 2024, the effective date of Legislation S.2279C/A.43c. It will require explicit labeling for ingredients on all packages or boxes of diapers, listed in order of predominance, either added directly on the label or affixed to the packaging.
SGS experts publish SafeGuardS to keep stakeholders informed about regulatory changes that could impact their business. SafeGuardS 008.25 includes a helpful table of definitions for ‘ingredient’ and ‘diaper’, as well as a summary of the timeline for Legislation S.2279C/A.43c and potential noncompliance penalties.
Stakeholders are encouraged to refer to the original SafeGuardS 008.25 for more details.
