  • (1888PressRelease) May 09, 2020 - The COVID-19 Emergency Response Legislation Amendment Bill 2020 (ACT) has been introduced and passed by the ACT Legislative Assembly to ensure a consistent set of powers across tax types to provide relief for households and businesses through rebates, exemptions and deferrals.
The Bill includes changes to payroll tax arrangements to exempt wages subsidised by the Commonwealth Government’s Jobkeeper programme and will support local businesses hit by the pandemic.

Additionally, the changes will also allow people to sign and witness certain document electronically, where previously face-to-face witnessing and signatures were required.

The Bill is an omnibus Bill which amends a range of legislation across the ACT Government Ministerial portfolio. It temporarily amends 36 pieces of legislation that have been identified as crucial and urgent to support the ACT’s operational response to the COVID-19 pandemic.

All of these amendments will apply for a specified period of time meaning that they will phase out after this public health emergency ends. Most amendments will be implemented immediately to support the community during the emergency period.

This legislative action complements the ACT Government’s economic survival package and the Commonwealth’s major stimulus and support measures.

Additional emergency response legislation amendments will be introduced over the next few months as the Australian Government responds to this public health emergency.
