China Introduces First National Product Standard for Infant Woven Garments

  • (1888PressRelease) August 18, 2017 - The China National Standardization Technical Committee implemented a new national standard for infant woven garments on July 1, 2017. The new standard, GB/T 33271-2016, is based on FZ/T 81014-2008 - Infant’s Wear.

    The introduction of the new standard comes at a time when, as standards of living improve, parents are paying more attention to their children’s clothing. Children’s clothing is now one of the fastest developing consumer markets in China, and those consumers are increasingly looking for assurances of quality and safety. GB/T 33271-2016 will be used to standardize the production, sales and marketing of such products, help to protect the rights of consumers, provide guidance to industry, and protect the health and wellbeing of infants.

    While the standard is based upon FZ/T 81014-2008, it covers a larger age range, up to and including 36 months, and has a broader scope. In addition to all woven garments for infants, the standard also covers other infant products made from woven fabrics, for example caps, gloves, hosiery and bibs.

    Unlike FZ/T 81014-2008, GB/T 33271-2016 also includes requirements concerning burning behavior, heavy metals and phthalates, which keeps the standard in line with GB 31701-2015 - Safety Technical Code for Infants and Children’s Textile Products. This includes the addition of five heavy metals, Antimony, Cadmium, Chromium VI, Cobalt and Nickel.

    Stakeholders should also be aware that GB/T 33271-2016 also includes safety specifications for cords and drawstrings on infant’s clothing.

    These must also comply with:
    • GB/T 22702 - Standard safety size for drawstrings on children’s upper wear
    • GB/T 22705 - Safety specifications for cords and drawstrings on children’s clothing

    The new standard defines three quality levels: superior grade, first grade and qualified grade, allowing companies to choose the relevant quality level for their products. Product quality is defined by looking at the safety performance, physical and chemical properties, appearance quality and technical qualities of the merchandize.
