CEN Publishes Amendment to Strengthen Migration Limits for Lead in Toys
In June 2018, CEN published a third amendment to EN 71-3:2013, strengthening the migration limits for lead in toys. Conflicting national standards must be withdrawn by December 2018.
- (1888PressRelease) August 05, 2018 - The European Committee for Standardization (CEN) has published its third amendment to the standard covering the migration of certain elements in toys.
The amendment to standard EN 71-3:2013 was published in June 2018 with the main change being the adoption of the stricter limits for lead migration from Directive (EU) 2017/738. Under the previous amendment, the migration limits for lead were:
• Category 1 (dry, brittle, powder like or pliable) – 13.5 mg/kg
• Category 2 (liquid or sticky) – 3.4 mg/kg
• Category 3 (scraped-off) – 160 mg.kg
Under Amendment 3, the limits are now:
• Category 1 – 2.0 mg/kg
• Category 2 – 0.5 mg/kg
• Category 3 – 23 mg/kg
The new limits will become effective on October 28, 2018. EN 71-3:2013+A3:2018 will be given the status of a national standard by December 2018, with conflicting standards being withdrawn by this date. It is expected the standard will be harmonized with the TSD, following official acceptance by the European Commission (EC) and publication in the Official Journal of the European Union (OJEU).
Stakeholders are advised to now check their products are compliant with the latest requirements under European law.
