Canada Makes Four Amendments and Adds One Substance to Cosmetic Ingredient Hotlist

  • (1888PressRelease) July 22, 2018 - Health Canada updated its Cosmetic Ingredient Hotlist in June 2018 by amending four entries and adding one new substance.

    The Cosmetic Ingredient Hotlist was last updated in 2015. It is a list of all substances that are restricted or prohibited for use in cosmetics in Canada. The latest update follows an amendment proposed and published in 2017.

    Changes to the Hotlist are:

    • Methylisothiazolinone (MI):
    o Not permitted in leave-on products
    o 0.0015% in rinse-off products
    (If MI is present in a formulation with MI/MCI in combination, the cumulative, total concentration of MI and MI/MCI may not exceed 0.0015%)
    • Methylisothiazolinone / Methylchloroisothiazolinone (MI/MCI), in combination:
    o Not permitted in leave-on products
    o 0.0015% in rinse-off products
    (If MI is present in a formulation with MI/MCI in combination, the cumulative, total concentration of MI/MCI and MI may not exceed 0.0015%)
    • Oleandrin (Nerium oleander, its extracts and its glycosides):
    o Prohibition entry expanded and ‘Oleandrin’ is replaced with ‘Nerium oleander, its extracts and its glycosides’
    • Chloramine T (Chloramine T and related compounds):
    o Amendment to entry and ‘Chloramine T’ is replaced with ‘Chloramine T and related compounds’ for clarity

    The amended Hotlist also adds the colorant, Pigment 4, which is restricted to 3%.

    Stakeholders are advised to check the latest Cosmetic Ingredient Hotlist to ensure their products remain compliant with Canadian law.
