Canada Issues Guidance to Help Suppliers of Consumer Goods Comply with New Asbestos Regulations
Canada has published guidelines to help stakeholders comply with the ‘Prohibition of Asbestos and Products Containing Asbestos Regulations’, which came into effect in December 2018.
- (1888PressRelease) January 24, 2019 - Canada has published guidelines to help manufacturers and suppliers of consumer products to conform to its new regulations on asbestos levels. This guidance follows the publishing of the ‘Prohibition of Asbestos and Products Containing Asbestos Regulations’ (SOR/2018-196) in October 2018.
The guidance material has been issued to help stakeholders comply with the regulations that cover the manufacture, import, sale and use of consumer products which contain asbestos in levels greater than trace amounts – sections 4(c) and 5(b) of the new regulations. Included in the guidelines are:
• A definition for asbestos and the six minerals involved
• Information for trace quantities
• Suitable standard analytical methods for measurement

The ‘Prohibition of Asbestos and Products Containing Asbestos Regulations’ amends the Environmental Protection Act, 1999 (CEPA, 1999). It prohibits consumer products if they contain asbestos at a level above trace elements, which is defined up to 0.1%. Analysis must be performed to a suitable analytical method, for example EPA 600/R-93/116, NIOSH 9002 or ISO 22262.
Asbestos is listed as one of six minerals:
• Actinolite
• Anthophyllite
• Amosite
• Chrysotile
• Crocidolite
• Tremolite
Stakeholders should now check their products comply with the new regulations, which came into effect on December 30, 2018.
