A number of criminals that find themselves behind the wheel have been stumbling into these road traps and really finding themselves stuck between a rock and a hard place. The state of California has been quite surprised at the sheer number of drivers that are currently behind the wheel when they clearly should never be behind the wheel driving. CA state troopers have been catching many illegal immigrants and unlicensed drivers with absolutely no official United States driver's license behind the wheel.

In 2009 the state of California was able to create an extra $40 million dollars in revenues for the state from towing fees and police fines.

    Once an unlicensed driver finds them self caught in one of these police nets they often times have to spend thousands of dollars to get their car back. Many drivers don't have that kind of extra money sitting around and the cars end up falling into the grips of the California state police. Unlicensed drivers simply just walk away feeling helpless knowing they don't have much leverage to argue and get their car back. They broke the law, they knew they were doing it and now they have to pay the hard way.

    The state of California has found a very profitable way for them to catch up on lost state and city budgets. Close to 2/3rds of all vehicles get left behind for the state to do whatever they feel like doing with them. Removing unlicensed drivers from the road is important. Studies have shown that unlicensed drivers cause more traffic accidents than licensed drivers. But at the end of the day, the state should be doing what is important for public safety, not just profit.
