He graduated from Howard University in Washington, D.C. with a Bachelor's degree in Business Administration (BBA) and received his law degree from University of Florida College of Law in Gainesville, FL. During law school, McMillan was an active and honorary member on the Justice Campbell Thornal Moot Court Team. He also served as an instructor at the Frederick Douglas Moot Court Competition.
