ASTM Revises US Toy Standard ASTM F963
ASTM International has revised its standard safety specification for toys, ASTM F963. The new version contains editorial changes and clarification on Kinetic Energy Density requirements.
- (1888PressRelease) September 15, 2017 - ASTM International has revised ASTM F963 – Standard Consumer Safety Specification for Toy Safety to include editorial changes and clarify the requirements for Kinetic Energy Density. The latest version, ASTM F963-17, replaces ASTM F963-16, which only became mandatory on April 30, 2017.
The principal reason for the revision was the need to clarify the fact that the new Kinetic Energy Density (KED) only applies to projectile toys and arrows with a kinetic energy greater than 0,08J. The new requirements can be found in sections 4.21.2.3 and 4.21.3.3. The revision helps avoid unnecessary testing.
In addition to the clarification concerning KED, the new version also includes editorial changes, such as:
• The word “must” has changed in “shall” to emphasize the mandatory status of the standard
• A listing of microbiological standards has been added to the referenced documents in section 2
• Clarifying that eye shadow or lip gloss intended to be applied on a doll’s face is not subject to FDCA labelling requirements
• The definition of “driving mechanism” was deleted as it is no longer used in the standard
• Setting only one condition to define a low power circuit by deleting the condition not to exceed 15W at the end of 5 minutes.
• Rewording charging and discharging conditions for batteries in 4.25.11.8
ASTM International officially notified the Consumer Product Safety Commission (CPSC) on September 1, 2017. The CPSC now has ninety days to accept or reject ASTM F963-17. If accepted, ASTM F963-17 will become mandatory ninety days after the date of acceptance.
Stakeholders are advised to check their products against the new standard in order to ensure compliance when the new standard becomes mandatory.
