ASEAN Cosmetic Committee Amends Cosmetic Regulations
The ASEAN Cosmetic Committee is introducing amendments to its Cosmetic Directive, to maintain its compatibility with European regulations.
- (1888PressRelease) April 20, 2018 - The Association of Southeast Asian Nations, ASEAN, will be introducing several updates to its Cosmetic Directive. These changes correspond to amendments already seen in the European Union’s Cosmetic Regulation - (EC) 1223/2009.
Agreed at the 27th ASEAN Cosmetic Meeting, the updates include:
• Three fragrance allergens banned:
o 3- and 4-(4-Hydroxy-4-methylpentyl) cyclohex-3-ene-1-carbaldehyde (HICC)
o 2,6-Dihydroxy-4-methyl-benzaldehyde (atranol)
o 3-Chloro-2,6-Dihydroxy-4-methyl-benzaldehyde (chloroatranol)
Compliance dates:
o New products – August 23, 2019
o Existing products – August 23, 2021
• An update to the directive to include the phrase ‘wear suitable gloves’ on all cosmetic products containing oxidative and non-oxidative hair dye ingredients
Compliance date: December 1, 2020
• Restriction on the use of zinc oxide – not to be used in application that may lead to exposure to the lungs of the end user by inhalation
Compliance date: December 1, 2018
• Restriction on use of methylisothiazolinone to a maximum permissible concentration in rinse off cosmetic products of 0.0015%
Compliance date: June 1, 2019
Stakeholders are now advised to check their products comply with the latest requirements for cosmetic products applicable in ASEAN territories.
